Under Sections 81 and 85 of the Vocational Education and Training Act 1990, the State Training Board registers private providers of vocational education and training and endorses courses for delivery to overseas students in Australia. The Office of Training and Further Education (OTFE) carries out these functions on behalf of the State Training Board. These guidelines are issued under the Board's powers and are for the information of persons or organisations wanting to be registered in Victoria, deliver additional training, deliver training interstate, or deliver training to students from overseas. Scope of Registration describes the accredited training a provider has been registered to deliver. Accreditation is formal recognition that the content, delivery and assessment methods of a course are appropriate for its purpose and the level of qualification to which it leads. Customisation means tailoring an accredited course to meet a client's specific purposes without needing to have a new course accredited. Providers (RTOs) may have their own courses accredited, or they may be registered to deliver training that has already been accredited and is on the State register of Accredited Courses or on the National Register. A provider's Scope of Registration may be a single accredited course, a number of courses, and / or sessions from a course.
